Well, that "requirement" is programmed by someone - it is a conscious choice to "require" some piece of information, and requiring it often frustrates visitors.

On our form, the only field required is the comments field; however, if you want us to return your call, don't forget to provide a phone number, postal or email address.

Forms like this one often generate SPAM, and this "recaptcha" thing below stops the automated processes from sending us junk. It is called Recaptcha, and it serves two purposes: one, to keep it human (takes a human to fill in the form correctly) and two, interestingly enough, the tool uses all of that human power around the world to digitize old books that have been scanned as images, because, as you see below, there are two words to type. One is known and the other is unknown. The Recaptcha engine checks your response, and logs the other for comparison against others. Once enough people type the same response to the unknown word, it is safe to define the word and the process continues.

Once the books are converted from images to text, they are more useful: they can be searched, indexed, cataloged, and they can be sent through those reading machines for visually impaired folks. You can read more about how this works in this paper or visit their web site.
